It has to be Conte, he has to do better with the players he has.
It is starting look like Conte wants to be sacked. His passion seems to have dropped off but who knows.

We’ve got 4 top class players (as of this season), Romero, Bentancur, Kulu and Kane. If we had 11 players all at this level we’d be winning trebles! One of our big problems this season has been getting all these 4 on the pitch at the same time!
Hugo and Son were at the above level but at Hugo’s age he’s done now, it ain’t coming back. Sonny, at 30, he might be able to turn it around, but these 2 have gone from top performers to our worst players, liabilities, in just 6 months.
We have some ok players in the squad, Richy, Bissouma, Hojberg, Skipp, Perisic, who can fill in around the top quality players we do have and Udogie coming in to hopefully lock down the LWB slot.
As a priority this calendar year we need 2 first choice CB’s though, a GK, a RWB (or 2 if Spence’s face doesn’t fit) and another AM/Fwd. If we got those the rest of the existing squad could fill the gaps for now. Obviously another CM, AM are nice to haves but not urgent, the added quality at GK, CB and RWB would transform this team.
