In order to do that people would have to believe that the threat has substance.

Racism, Homophobia, freedom of speech, corruption, hooliganism…. Oh and of course the threat that they will decide to annexe another country and start a war while the tournament is ongoing. Other than that it’s all hunky dory though... I'm thinking of going and taking the whole family!
