Serious questions need to be asked since the Copper apparently was checked for indecent exposure in public days before.

You can certainly imagine it being brushed to one side higher up the chain (speculation obviously).
If there was enough evidence to pursue, then whoever ultimately made the decision not to do so has a heck of a lot on their conscience right now.

Exactly. Not saying that everyone who does something like indecent exposure goes on to murder, but the fact he may have simply gotten away with the indecent exposure, may have led him to level up further thinking he was teflon and wouldn't be touched. Damning stuff and the public deserve answers.
On a related note, during austerity many councils cut street lights from 1am-5am. Should be reversed immediately.

Seems odd that he joined the police force 2 years ago in his late 40s after working in his parents garage.
He drove a motor cycle and worked out excessively by the looks of his upper body. Any one of those things on it's own does not mean a thing. All of them together and it screams red flags.
