The difference with Kudus is that he is still fairly young (only just turned 25) and clearly has always had the physique and skill, but his end product hasn't been great hence his fairly poor goals/assists return. But is now at that age where you find that a lot of talented players end product improves.

Paqueta is 28, he isn't going to get much better or change his habits at this stage. He is a highlights reel player, and having many West Ham friends have watched a lot of their games and there are a few things you can guarantee about him - he will do a lovely piece of skill at some point, give away the ball at some point, and do a stupid challenge at some point. He is not the answer IMO....
As will just about every player in the world.

I don't really get the 'highlights reel player' description for Paqueta. He works hard, always shows for the ball and always tries to do something positive on the ball. I think he could be a really good option for a lock picker at Spurs in games where we're likely to have most of the possession and playing our football on front of a deep, set defence with few gaps.

I have a friend who supports West Ham, lovely fella and very knowledgeable about football (has his UEFA B badge).

I remember him saying to me last season that West Ham have three really good players who he felt would all look even better at a club who had better players for them to play with. Those three were Bowen, Kudus and Paqueta. He said that Paqueta sees passes that other players do not see and also that his first touch is superb and that allows him the time to execute a good pass.

Note that I don't think we'll sign Paqueta as West Ham wouldn't want to lose another one of their best players to Spurs and I don't think we'd put together a big enough bid to make West Ham change their minds about that. I think that if we did get him though he would be a good fit for a Frank team and would allow us to play a slightly different way against certain teams.

Whether or not people think Paqueta is the long term answer, he would be an improvement on having no one in that position for most of the season.

Whether or not West Ham would sell to us is another issue. Think they’d see it as a victory to string a sale along until the final hour and call it off
