No you cannot say that with any confidence. Most people carry measels antibodies in their system via vaccination. As would someone that’s had measels. In both cases, they will typically pass those antibodies on to the child.
This is more likely to be the case than the mother having measels and if it were we almost certainly would have been told about it given the desperation to report on a measels death.
