You can announce any time you want, you just can't officially sign until the window opens. More likely if the deal is already done that his Bournemouth contract hasn't actually expired yet.

Not sure... but I don't think you can even announce a free transfer officially until the contract expires. Otherwise it could look as an approach without the approval of the contracted club

In a regular transfer you approach the club to negotiate a fee and get permission to discuss terms with the player.

With an upcoming free agent you simply approach the club for permission to speak to the player and agree terms. So I think Bishop is right you can announce at any time. It’s just that the new contract isn’t effective until the players contract has expired.
