Assuming we are in for him this deal is a bit different. But putting stock into specific bids and numbers seems strange to me.

If we're in for him it's mostly probably a negotiation anyway and any official bid will be part of that negotiation.

Knee jerk reaction, but I think it's vital we get Savinho and/or Eze. It really showed when Kudus went off tonight that we don't really have anyone else in the squad that can carry the ball forward and hold on to it whilst being dangerous.
Given we don't have prolific strikers, I think this is a vital part of the game for our squad going forward.

Presumably MNC are trying to get a good price for Rodrygo, so whatever we bid now, they are still haggling at the other end e.g. they want another 10m from us and Real Madrid want another 10m from MNC and Madrid are probably haggling at some other club too, so it is very hard to know precisely what money is needed. If Madrid drop their price by 6 then maybe MNC will feel they can drop their price by 6 too etc. so the deal ends up 'net the same' for MNC

I don't usually bother getting into the weeds with all the transfer rumours, I find it generally better to just wait and see what actually happens but supposedly this journalist has a really good record with Brazilian players and is closely linked with Savinho's agent.
