Did Levy touch on this in his interview? The club make approaches via official channel and processes and then he steps in when it gets down to the nitty gritty, thats how it appeared to me from what he was saying.I assumed it was Munn's role with Levy being involved when necessary or when appropriate.
Although we did hear last year that Lange was involved with the initial attempts to bring Tel in on loan, so it seems like he was leading discussions to some extent - not sure whether that was negotiating the actual deals or just preparing the groundwork.
It does feel like there's a bit of a void in that respect at the moment, unless as you say Paratici is back full time.
Edit : Should add that I don't know what his role/remit was when he was at Villa. Maybe he was negotiating their deals.
All the internal stuff is and has been decisions by committee and has been fot a long time.
They have a strong team of number crunches too who run the data who feed into the process too.
