Difference is, Spurs have made good offers. Emirates Marketing Project's offers were derisory for Harry. We got more a year later when Harry was almost out of contract than City offered.
The other big difference is that super agent Charlie Kane isn't involved

At 15+ goals in each of the past four seasons (breaking the 20+ barrier twice in that time), he can do a bit of sulking. I wouldn’t be holding on to him too long anyhow; two seasons and then he can go off and get his Saudi pay day.
