How many times do you see a player take a shot then the defender wipes him out. They are never penalties.

But he heads it and then gets an accidental toe near his face and it's a penalty. They are making it up as they go along.

There's an unstated understanding that if the attacker gets their shot off, the desire to stop the shot allows what would otherwise be a foul. This wasn't the same situation this one is more so because it's considered dangerous play. If it had been a header and he caught him afterwards I doubt that would been given as a pen. It's the context of the entire scenario.

I say that as someone who openly states that I think most pens and fouls given these days are soft but honestly as soon as I saw it live before a replay and before it got referred to VAR I said that was a penalty and I would want one for us in the same situation.
