Have been for a while. They don't need to qualify for the World Cup and are only playing friendlies, so when they go on a run of games without winning, it only effects their co-efficient ranking. The way to make the most money from these games is to play in ridiculous parts of the world for the highest fee, so a lot of players aren't trying their hardest, through either lack of competitive motivation or jet lag

Goes to show what a total joke FIFA rankings are. Just because they haven't played much competitive football in the last three years , does that mean they are barely in the top 20? How a system as high profile as this can be so flawed is a mystery.
The best people at ranking teams are the bookies, they make billions from doing this. And you can bet they rank Brazil a helluva lot more.
