Fans with real influence. I read a book about Italian fans and they are pretty much unionised as fans, many are colleagues in jobs like at docks. Politicians and gangsters try and curry favour with them for all manor of reasons

I read just yesterday about Paolo Maldini falling out with the Milan ultras and how he was hated by them for the last few years of his playing days. His last game for the club they had a banner/tifo of Baressi saying true club legend or something like that!
