On a slightly more serious note, your local double glazing professional will be able to replace that panel with a uPVC one for you. Just a matter of removing the beading and spacers I believe.
To answer the original post, yes you can.
I`m assuming the window is upvc, if it is, it would be easy.
If the window is aluminium, it would still be easy.
