It’s pretty much worked for him so far tbf.. I’m sure everyone’s seen the documentary on FIFA now from a few years ago, the one country one vote system means he can “grow the game” ($$$$$$) in those far out places and he gets ($$) their votes. He’s very popular in the footballing backwaters of which there are literally 100+ countries, enough to keep him in power, it’s his MO.
The only way I see anything changing is if UEFA really carry out their threats, as world cups without European teams are worthless, as arrogant as it sounds.

UEFA need to keep the ball rolling, and find more stuff on Infantino that will further hurt his position. The only way to get him out, is that there is so much dirt floating around that he is forced to resign. If he manages to navigate through this until the fifa Congress in November, he's safe. There is no other candidate, and it will be almost impossible to find a "reform" candidate that will get the votes needed.

Sorry if I missed your point, I don't believe FIFA (Infantino) are concerned with previous history, trophies or domestics leagues of the established leading teams. His sole interest is in the power and influence which he has and uses the dream of making the game available to a wider circle by buying votes with promises of investment from member nation where there are limited resources to keep his position.
I don't know how the money he promises will be spent as there appears to be litle transparency on proposals or what the cost of building the infrastructure of making projects happen but 40m a member doesn't seem a lot to me for such works.
