Edit: Assuming Spence doesn't get dragged through that pointless 3rd/4th debacle and Tuchel gives the back-up players some minutes
Depends when they count the three weeks from , I would think it will be from when the squad get back to UK , even if he doesn't play on Saturday he will still be in some sort of training for the game .

PS According to "know all" Google, players involved this weekend in both games will not report back until Monday 10th August , 12 days to prepare for a PL match, might get some minutes out of either Porro/Spence.

Possibly the best player in his position at the World Cup.
Has just committed himself for more years to Spurs in the prime of his career despite us not having European football.

Very well deserved - he'll surely be in the team of the tournament as well. Romero should also be in it and Spence has an outside chance but Cucurella probably gets that spot.
 
Good bit from Ally Gold in a recent article: "The Spaniard, dubbed Peter by James Maddison, is one of the fittest players at the club and every manager loves him. If you ask any of his coaches which of their Spurs players could play for the biggest sides in Europe, they would all pick Porro rather than the more illustrious names."
