What counts as a league? Would PL, EFL and NL each be allowed a game? I'm guessing not as the FA approves the game (not the league), which probably means all leagues under a FA count as one league for this purpose. Imagine Man Utd and Liverpool arranging a game in Riyadh against the PL's wishes.

I can understand why local authorities might make that call as there are so many crazy Americans fundamentalists who could fill and seal containers with dangerous substances and some football fans could use the containers as missiles to throw at players or fans.
I don't see FIFA having such altruistic motives, just another slice of the action for them.
