You can only judge based on what you can see right now. Talk of progression is a lot of assumption. You're assuming that the level that Tel is at now is a starting point, it could well be exactly what he's going to be. Owen wasn't great at 17 because imagine what he could become, he was great at 17 because he was literally that, great at 17.
