Having not been tasered before I don't have the knowledge of how incapacitated you are once shot?
You've probably been 'Taserman' at some point in your life so perhaps you can educate us.
Interestingly the man in the green, who appeared to have no defensive weapons, was happy to jump on the attacker with the singular aim to isolate his arm to remove the knife from his hand.

Taser impact depends on all manner of things. How the barbs penetrate, where they penetrate, how the discharge goes off, the physique and genetics of the person involved, whether they are under the influence. Taser is a tool but you cannot assume someone has been incapacitated if they have been tasered. Person grabbing arm is a member of the public (he has been interviewed in the press). But training dictates you don't put yourself in danger and should remain out of striking distance of a blade where possible.

No. Nothing of the sort. There is consensus the psycho is bad. He is at fault. There is a debate about police beating someone up for the sake of it when they could have just arrested the incapacitated psycho.

He'd been tasered. That was sufficient non-lethal violence. You don't then try adding a bit or potentially-lethal (or brain damaging) violence, just for kicks.

Not just for kicks. I've seen someone get up and start swinging after 3 taser shots. The taser isn't sufficient to "incapacitate" in a lot of cases, it often only buys time and its main purpose is inducing a compliance in the target via pain. Once someone is still non complant after a taser shot you know you are dealing with an unusually dangerous person - they are armed with a knife the kicks are required as you need to stay on your feet to put yourself in a bent or low down vulnerable posture close in to an armed man refusing commands is dangerous to you and others. You need to induce the suspect to disarm themselves and comply

So he has been charged with 3 counts of attempted murder. One was an earlier, Muslim, victim. Pretty sure it's why it is not seen as terrorism in the charges.
