PC (or Mac) for photo editing

Can anyone recommend me a decent set up for photo editing? It must be fast and have no lag when using Lightroom or PS. Budget of £5-600 MAX (Which will throw the Mac out I assume)

I know building one is a good option, but I have VERY limited experience in this field and would probably end up with 5 or 6 screws left over..
