I can't understand how it could be intentional. There haven't been any flash points between the two of them and there wasn't anything going on there.

You can't argue with the fact that his elbow caught Arter although slow motion makes everything look worse. I initially thought it was just Sissoko trying to block him from getting the ball and Arter getting caught by the arm.
