Can't find anything online about this yet, but it's beyond doubt in my mind where the idea comes from.

Yup, spot on. Man in a suit + the clicking sound continuing even when the walk itself is out of vision.
I was thinking The Prisoner due to the reference to numbers rather than names .

Then I thought the footsteps were from clockwork orange !
