Even though the most serious charges in the UEFA case were not proven , City were still found guilty of failing to cooperate with UEFA in two cases and were fined 10 million euros. I think there are something like 35 charges of obstruction in the PL case so if found guilty of any of those there should be a similar sort of punishment in the millions.

They were proven by uefa. Hence their original ban. They appealed to cas which said that some of the charges were too long ago. Also they couldn't use a lot of eveidence as city said it was illegally attained.
The prem doesn't have a time limit on charges, whether the evidence was illegally obtained or not doesn't matter (city then claimed it was fake, it can't be both) and there is no appeal to cas.

No appeal to CAS but like Everton if found guilty on any charges City could go to the appeals panel , which City are bound to do so could drag on for another two years as a different three person panel would have to examine all the evidence again.
