That's a great shout.
If they want to stop it that's the way. Sa.e as racism from fans. If it's one or two kick the fans out, maybe arrest them. If it's large section either deduct points (league) or kick out of the competition. Soon stop it.
fudging tiny fines? They just want to make money from it.

Seeing as how TV rights are the cash-cow, it feels like the sort of issue that could be disproportionately punished if it happens too much more because of the vested interests that get bruised.
