English football should be grateful

United is such a commercial machine that had Glazer not burdened them with debt and run them like brick (they have matched/outspent City even with the debt), they could easily have dominated the last decade of PL.

They are fudged now, the debt plus time and money required to update their infrastructure, squad and really compete is massive, if they got all decisions right (something they seem incapable of doing)

No it shouldn't. Exciting football. Drama. Marketing. English language and time zones. That's what made the premier league.
You don't want a team to dominate too much. It becomes boring.

My point was without the circus they have become, they would have continued to be dominant.

The PL is boring, in year variations are outliers

Top 6 finishes over last 20 years -> United 18 times, Scum 18, Chelsea 17, Pool 16, City 15, Spurs 11
Next best clubs? -> Villa 4, Saudi Sportswashing Machine 4, Everton 3, Leicester 2
Top 6 finishes in the last 15 years -> City 15, United 14, Chelsea 13, Scum 13, Pool 12, Spurs 10
Next best clubs -> Saudi Sportswashing Machine, Everton, Villa all at 3
PL winners in last 15 years, City with 8, Liverpool, Chelsea, United with 2 each.

The big issue all leagues have, is you could probably put a bet on the top 6 five years from now, will be the same, league winner will likely be between 3 clubs at most, likely 2. And in 6 years the 3 clubs that come up, will get relegated. Despite media's best attempt to convince us otherwise, it's not open.
