Ref has been unwilling to give pretty much any yellow. How VAR can't be used to clearly show that was a dive and as such a second booking.

It's not a bias against either side but just not applying the rules with the help of technology that's been in place for ages. Mystifying.

VAR can only be used for red card offences, can't get involved in bookings

I don't think that's enough of a reason. They'll often check penalty incidents whilst the game is still going on so why not do it with bookings? Who is saying the whole game has to stop whilst it's being checked?

Kroos should be off. If he gets sent off a minute or two after the incident when the ball next goes out of play, it's closer to the rules being applied justly rather than it being swept under the carpet due to a technicality.
