I think he's already likely signed and there's just some delay in the announcement for some reason (PSR accounting year etc). He's been liking everyone of our official social media posts for nearly a month now

It’s July 7 now so that would no longer be the reason. Even then they could do the transfer to go through in July.

City need it unquestionably in their 26/27 accounts, so have just asked for a fortnight from 1 July to make sure there's clear blue water? As long as he's here for our pre-season tour departure in 2 weeks, it makes no difference to us

I suspect it is because we haven’t agreed a fee for him yet. We probably feel he isn’t a massive priority and it is unlikely other clubs interested can pay the package of City’s requested transfer fee and the player’s wages. We’re therefore letting City stew and come down to our valuation.
