Unfortunately, that has become the case at WHL as well. So many only there to see a win, not caring one bit about contributing to the atmosphere or taking any enjoyment out of the game itself.

If his arm was on the ground or in a position where his body is behind it, yes, but in this particular situation he gains a clear advantage.

by having an arm attached to his shoulder when stretching for a tackle, you see that tackle 100 times every weekend and never is anyones arm in a different position

he'd have gained an advantage if it hit him in the face but that wouldn't have been a penalty either
