What was Levy's salary? £3 million is equivalent to £60k a week, so he'd be far from highest paid at the club. In business it's more normal for the people running the business to be on the highest salaries. The same argument could be made for the managers being underpaid.
On the other hand, compared to his peers he has run a club that is underperforming on the football field. Yet, and I'm running out of hands, he was successful at the business level, growing revenues and making profits.

Pretty confident in saying that the equivalent people at most other clubs couldn’t that because they weren’t part owners. They were employees

Might be comparing apple and oranges here. Success for Joe Lewis might have been to turn a £50m football club into a multi-billion pound sports and entertainment enterprise. And for that he’s willing to pay him handsomely. I very much doubt that salary was for winning lots and lots of trophiesMy point was Levy earned more in salary than his peers at other big 6 clubs who were more successful.

Now I could be wrong (and only time will tell) but my first impressions of the new folks in charge are that they have a different view of what defines success.
