I dont think thats been a problem with many of the last PMs, the issues have been in actually delivering and funding it. Large changes like devolution, housing and skills etc also take a long time to implement and the benefits aren't really visible to voters in the short term. Don't get me wrong I'd rather sensible long term decisions were being taken but the electorate are restless and if you're going to gamble on changing PM you need to give them something pretty quickly.
