There are so many factors that could affect a player's development that talent is just one of the variables.
If we made a yearly list of the players we believe would become world class, we'd probably get a success ratio somewhere between 1 in 3 and 1 in 6, at a guess. Most sporting directors don't have that luxury - they usually need to be closer to 2 in 3, if they want to be considered successful.
Signing a player when he's at his peak is usually less of a risk, since you know what you pay for (unless you're Spurs, of course).
