Yeah, Sissoko's replacement as a knee-jerk buy on the back of a tournament performance.

They probably both have European passports. There are quite specific rules around transfers of non EU players. It is based on a points system and if the player hasn't played something like 75% of game since over two years for a FIFA top 40 ranked nation, then points are then awarded for things like being in the top 25% of player salaries at the club, being in the top 30% of transfer fees paid over the last two years and things like that.

Fairly sure that Herrera is being sent around to other City clubs as they aren't allowed to bring him to english football yet

Yangel Herrerais owned by Emirates Marketing Project but is on loan at New Your City because he has been unableto obtain a work permit to play in England.

As for Adalberto Penaranda:

Penaranda is also believed to be keen on a move back to Watford and Juan Carlos Cordero, the recently departed sporting director of Granada, is in charge of facilitating the return of the Venezuelan wonder-kid this summer.
A potential hiccup to the deal is that Penaranda does not possess a European passport and Watford could find it difficult to obtain a work permit for the youngster.
