    Question 3 should be: why do Spain also conveniently forget about the 2 territories when periodically cutting off Gibraltar to try and reclaim it? Having been to Gibraltar though, I'm surprised they want it. I was expecting a Mediterranean Southampton or Brighton, not a Hull or Coventry.
