Would be my first guess.
Even if someone agrees a deal they can swoop in and offer silly wages ala Chelsea/Willian once City stump up a horrific amount for Sanchez.

As to him being in London, I dont know that it means much. It could just be a convenient locale for a medical/negotiations for pretty much any club in europe and him coming from international duty...
