Historically* it was lunchtime on a Monday.
With the increase in TV coverage it moved to the weekend after the end of the day's televised fixture, (can't remember if always a Sunday) but has more recently been moved to early Monday evening. I don't recall it being as late as 10pm before though.

I remember listening to the draw on portable radio Monday lunchtimes when the cup still had an element of luck and romance, when I was a kid teams like Villa, Bolton, Blackpool, Blackburn, Birmingham, Forest, Preston and Wolves got to the final playing against teams fielding strong sides.
