No - although similar in concept there were several important differences, most notably the one club one city rule.

Yes, Blackburn Rovers, Wolverhampton Wanderers, Sheffield Wednesday and West Bromwich Albion.

In addition, Leeds United won the Inter-Cities Fairs Cup twice but this is not considered to be a major European trophy by UEFA.

It did in the year that we won it first, but UEFA don't recognise the Inter-City winners as they didn't organise the competition.

UEFA also changed the entry rules, as THFC6061 says, to get rid of oddities like Saudi Sportswashing Machine qualifying (and then winning it) despite finishing 10th. Spurs, Arsenal and Everton were not eligible as London and Liverpool had a team already qualified.
