They'll just drag out the appeal and court of arbitration action to give themselves until day2 of transfer window.
Get all the deals done now and FIFA can do nothing about it.

Barcelona are free to sign players in the summer transfer window after a Fifa ban imposed for breaching rules relating to youth players was suspended until after the appeal process has been exhausted.

The chairman of Fifa's appeal committee, Larry Mussenden, said he had decided to grant the "suspensive effect" sought by the Spanish club.

He said the decision was taken after considering the complexity of the matter and the fact that the committee would not be able to hear the case early enough to permit a final appeal to the Court of Arbitration for Sport before the transfer window opened on July 1.

The decision, which could increase the chances of Chelsea's David Luiz moving to the Catalan club this summer and freeing up transfer funds for Jose Mourinho, is significant because it will allow Barcelona to sign players ahead of any potential ban being imposed.

With key players, including Carles Puyol and Victor Valdes, having already announced their intention to leave at the end of the season it will allow the club to embark on a rebuilding programme.

Barcelona were originally hit with a ban covering the next two transfer windows after Fifa found them guilty of breaching rules relating to the international transfer and registration of players under 18. As it stood, that would have left the Spanish champions unable to sign players until the summer of 2015.

Players under 18 can move to a club in a different country if their parents move there for non-footballing reasons, if they are from another nation within the European Union or European Economic Area and aged between 16 and 18, or if they live within 100km of the club.

A Fifa investigation - centred on several players who were registered and played for the club between 2009 and 2013 - found that Barcelona and the the Spanish football federation were guilty of a "serious" infringement of the rules in relation to 10 players.

Barcelona were also fined 450,000 Swiss francs while the Spanish FA was hit with a fine of 500,000 Swiss francs and given a year to "regularise its regulatory framework and existing system concerning the international transfer of minors in football".

The club, already under pressure following earlier allegations of tax evasion surrounding the purchase of Neymar, has endured a difficult campaign that has included the departure of president Sandro Rossell and under performance on the pitch relative to their recent stellar record.

Fifa has recently made the protection of minors a priority. In its original decision it said: "On the basis of this analysis, the committee concluded that 'the interest in protecting the appropriate and healthy development of a minor as a whole must prevail over purely sporting interests'."

It's all a big PR exercise. Now FIFA can claim - and will claim - that they take this issue seriously, even when it's the big boys that are involved.

All a big farce for anyone with half a brain, obviously, but PR people don't deal with reality.

Not sure if the right to an appeal and Barcelona exploiting that is the same as folding.

If they do still get a ban it's still a considerable punishment even if they're allowed to sign players early this summer window.

On the subject of bans, Barcelona have had their transfer ban confirmed. But during the appeal they have signed "Luis Suarez in from Liverpool for a fee in the region of £75m, Claudio Bravo from Sociedad for £9.5m, Jeremy Mathieu from Valencia for £15.8m and Thomas Vermaelen from Arsenal for £15m".
 
Barcelona will be unable to sign new players in the next two windows after a FIFA committee upheld their transfer ban.

The ban, suspended in April pending an appeal, was handed down after Barca were found guilty of breaching rules governing the international transfer of minors.

Barca fought their corner with FIFA's Appeals Committee but have been told the embargo stands. The club immediately confirmed it will appeal to the Court of Arbitration for Sports (CAS).

The FIFA ruling means there will be no new arrivals at the Nou Camp between this September and January 2016 - provided CAS do not overturn the ruling.

A FIFA statement read: "FC Barcelona is to serve a transfer ban which will see the club prevented from registering any players at both national and international level for two complete and consecutive transfer periods, starting with the next registration period (January 2015).

"Barcelona has also been ordered to pay a fine of 450,000 Swiss francs (£296,000) and been given a period of 90 days from today in which to regularise the situation of all minor players concerned."

Barca took advantage of the ban's temporary suspension to bring in several big-money signings this summer, most notably Luis Suarez.

The ruling means they can further add to their squad between now and the end of the current window.
The Spanish Football Federation, fined as part of the initial verdict, also had an appeal rejected.

Thats ok they got in who they need thanks to FIFA letting them deal in this window, they will be fine

Obviously helps them to be able to get away with a shopping spree before the ban kicks in, and no doubt they will be "fine". But it's still a significant punishment to have to go the next two windows without signing anyone.
 
Ridiculous, but expected. Wonder how many players they'll sign in the next ten days now?

I watched them play the friendly this week where the second half was mostly the B team, and with the level of players coming through the youth system, I wouldn't expect a great deal
