According to Norwegian media, FIFAs Jerome Valcke confirmed this today.
He's quoted saying the World cup will probably be held between 15. November and 15. January.

FIFA: Qatar World Cup to be moved from traditional June/July slot

The 2022 World Cup in Qatar will not be held in June and July, FIFA's general secretary has confirmed.

FIFA president Sepp Blatter has long insisted it would be impractical to hold the 2022 tournament during a Middle East summer.

And now Blatter's right-hand man Jerome Valcke has gone a step further, suggesting in an interview with Radio France the finals will be played between mid-November and mid-January.

He said: "The dates for the World Cup (in Qatar) will not be June-July. To be honest, I think it will be held between November 15 and January 15 at the latest.

"If you play between November 15 and the end of December that's the time when the weather conditions are best, when you can play in temperatures equivalent to a warm spring season in Europe, averaging 25 degrees. That would be perfect for playing football."
 
This is mental.

Giving the World Cup to these obscure places was suppose to be for the good of the game but its having a negative turn. Surely its within the interests of world football to have a well run tournament rather than be clever and change the face of the game just to "bring the game to the world"

Countries like England, Germany and the like almost get punished for being too prepared in favor of Russia and Qatar, even Brazil are in turmoil....

President Sepp Blatter had already said the tournament would be in November or December but organisers had still hoped to host it in June and July.
But Fifa general secretary Jerome Valcke says it could take place between 15 November and 15 January.
"The dates for the World Cup (in Qatar) will not be June-July," Valcke told Radio France.
The scheduling of the tournament has been debated since it was controversially awarded to Qatar in December 2010.
Fears have been raised that the summer heat in the Gulf emirate would be dangerous for players and fans alike.
Valcke added: "To be honest, I think it will be held between 15 November and 15 January at the latest.
"If you play between 15 November and the end of December that's the time when the weather conditions are best, when you can play in temperatures equivalent to a warm spring season in Europe, averaging 25 degrees.
"That would be perfect for playing football."
The Africa Cup of Nations is already scheduled for January 2023.
Blatter said two months ago that a firm decision on dates for the World Cup will be made in December 2014.
The Qatar 2022 Supreme Committee has indicated it would be happy to switch to a winter World Cup.

I can see some of the issues with giving it to Quatar in the first place, although I think they've been overstated. Having the tournament in November-January doesn't seem like a problem to me.

Actually sounds pretty good.

It will mess up the season though, have to cram each end although with the WC imminent you could just eliminate the usual international windows to get some game weeks back.
 
Just play it like the ACN or rugby World Cup or Six Nations. The premiership can carry on regardless.

Would make for some interesting results!

I'd like to see them doing this instead of having international breaks during the normal season

One of the problems I see is that normally players will have a full season of football under their belts leading into a big tournament. Its what 90% of conversations revolve around "player wants to move to get game time before WC" etc etc. For me as prep alone WC and Euros should be played at the end of a full season
 
Can't imagine any clubs particularly in favour of letting their best players go abroad to play a three week tournament mid season. What if anyone's star player comes back injured?

Some teams will potentially have half their squad competing in the WC, while others will have all their players back home, resting and practicing for the second half of the season. How is that fair? At least after a summer WC there is a one-one and a half month break before the seaon starts. That would be impossible to do mid season in addition to the WC month.

Also; what about preparation time - should that be added to the four weeks the tournament lasts? Three weeks of preparation before the start of the WC in, what, early December?

Would this mean no Boxing day fixture in the PL? A big **** you to years and years of traditional Christmas fixtures?

I can see plenty of PL club lawyers being at work already. I think this is a bloody disgrace, with the only one benefitting from it, is the FA delegates whose wealth is now even bigger from more brown envelopes.

As much of the conversation is about players being worn out by the domestic season before the international tournament even starts, particularly in England. In terms of the World Cup I think it could be beneficial, particularly if the alternative is playing the games in scorching heat too.

I'm sure players will manage with half a domestic season as "prep" for an international tournament. Wanting to get game time before the World Cup will be an issue in the first half of the season instead of the second one. Doesn't really change anything.
