I think you may be describing malignant narcissism, like Trump for example. The common garden variety narcissists are unintentionally funny, I find.
That's fairly wide of the mark. Narcissism is just a natural side effect of being me - it would be impossible not to be.

They probably are strict enough but aren't well defined - the thing about exercise for starters. I think they should also ban things like click and collect from non essential stores - John Lewis have voluntarily done this today.
At the end of the day there's billboards everywhere, advertising, all media saying don't go out or meet anyone so if people still haven't got the message then I don't think tinkering with a few rules is really going to change much.
